The
goals of the Higher Education Partnership is to improve urban
student performance, assist in teacher professional development
in Columbus City Schools and
develop a strategic research and partnership program. Following
is a draft action plan to achieve these goals between
2004 and 2009.
Direct Urban Student Services:
Goal: Plan and implement a seamless network, P-16
and beyond, of integrated education programs, services and experiences
that ensure students make successful progress from pre-school
through college years.
Measure: Increased percentage, annually, of CCS students who
enroll in higher education directly after high school graduation.
Obj 1: Provide targeted partnerships between each HE partner
and individual schools for value-added student placements
• Lower student to teacher ratios
• Mutual goal-setting for field placements
• Content-area specialists and majors serve as aides/tutors
Obj 2: Centralize and streamline tutoring and mentoring within
and across institutions via Community Connections and other targeted
strategies
Obj 3: Strengthen early college information for CCS students
and parents at earlier age.

Pilot “College Clubs” at Project Grad middle schools
during 2004-05
• Provide support for clubs with information and campus visits

Expand “College Clubs” to all CCS middle schools
by 2005-06
• Investigate support for CPS students involved in College Club
Obj 4: Extend Early College at one or more other partner institutions
Obj 5: Align standards-based education of CCS with HE standards
for success, including both academic and non-academic attitudes
and behaviors.
Professional Development
Goal: Participate in offering ongoing and
meaningful professional development,
including interchangeable role opportunities
for faculty and staff including teaching and
learning, best practices, assessment, child
and youth development, and working
effectively with parents and communities.
Measure: Development and implementation of a
collaborative, consortium-based urban teacher
preparation program to address preservice and
inservice teacher preparation.
Obj 1: Call a summit of all partners that prepare
teachers or educational leaders.
Obj 2: Complete submission, with successful
funding, and collaboratively implement the Teacher
Quality Enhancement Grant.
Obj 3: Include representation from all partners in
purchased service agreements and course
offerings for CCS professional development days
and beyond to align with district needs and
identified gaps.
Research Agenda
Goal: Frame and execute a mutually beneficial research agenda
that includes empirical studies and action research related to
issues in urban education.
Measure: Documented progress on addressing issues related to
urban education at CCS and higher education institutions.
Obj 1: Audit research interests and capabilities of partner
institutions to determine capacity.
Obj 2: Align research with HE initiatives (e.g., Columbus Africentric
Early College; professional development plans), and ensure that
every HE initiative contains an appropriate assessment.
Obj
3: Investigate developing an HEP Research
Advisory Council from wider community to form “authoritative
body” that can influence decisions regarding research,
policy and practice.
Obj 4: Assist with development of CCS instructional model, using
urban schools/best practices research to inform teaching practices
and replicability.
Partnership
Goal: Develop and implement a shared agenda and effective plan
of operation to maximize the resources of each partner as well
as collaborate in the pursuit of funds to deliver assistance
in research, teaching and service that is mutually beneficial
to students and faculties of all partners.
Measure: Partnership is reciprocal; distribution of labor and
resources is equitable among partners and reflects strengths
of the institution.
Obj 1: Meet with and provide to various stakeholders and multiple
constituencies clear understanding of goals and achievements
using Harris Work Plan as basis.
Obj
2: Develop “rules of engagement” for
HEP based on identified issues and missions encouraging broader
participation
beyond schools/colleges of education.
Obj 3: Continue to extend understanding, influence and authority
of HEP:
• Schedule annual presidents meeting with superintendent at high
needs schools.

Schedule “informationalrdquo; activities at each partner
institution to extend involvement in and support of HEP.
• Develop an HEP website.
Obj 4: Determine a funding mechanism to support work of HEP.
• Reformulate HEP Grants team to actively solicit and win funding
to support identified HEP target areas.
Obj 5: Align and articulate agreements among institutions.
